UK and France Will Dispatch Troops to the Country in the event that a Peace Deal is Finalized

Placeholder Diplomatic Meeting

The UK and France have inked a declaration of intent concerning the stationing of armed personnel in the nation should a peace agreement be made with Moscow, the British leader, Keir Starmer, has declared.

After discussions with Kyiv's partners in the French capital, he said that the allies would "create defense centers across Ukraine and construct fortified facilities for military hardware and military equipment" to deter any potential incursion.

The coalition members also put forward that the America would assume leadership in verifying a halt in hostilities.

Russia has consistently warned that any foreign troops in Ukraine would be considered a "acceptable aim", but has not yet commented on this recent announcement.

Context and Continuing Hostilities

Russian President Vladimir Putin launched a major offensive of Ukraine in February 2022, and Russian forces presently controls roughly 20% of the country's land.

"This constitutes a crucial element of our vow to support Ukraine for the long-term," stated the British leader.

Top officials and top officials from the "Allied Coalition" took part in the recent discussions.

Addressing reporters at a joint press conference, the Prime Minister further said: "It paves the way for the operational parameters under which allied and coalition forces could function on Ukrainian soil, protecting Ukraine's skies and seas, and regenerating Ukraine's defense capabilities for the time to come."

The UK prime minister added that Britain would be involved in any US-led monitoring of a potential cessation of hostilities.

Defense Assurances and Diplomatic Positions

Top American diplomat Steve Witkoff said that "long-term security guarantees and substantial prosperity commitments are vital to a lasting peace" in Ukraine – referring to a major condition made by Ukraine.

He said the coalition had "largely finished" their work on finalizing such assurances "in order that the people of Ukraine know that when this war ends, it ends for good."

Jared Kushner, former American President Donald Trump's advisor, also took part in the discussions.

Meanwhile, President Macron Emmanuel Macron stated that Ukraine's supporters had made "major progress" at the negotiations.

He said that "strong" security guarantees for Ukraine had been agreed in the event of a possible ceasefire.

Ukrainian President Volodymyr Zelensky said that a "huge development" had been made in the talks, but added that he would only deem efforts to be "enough" if they resulted in the conclusion of the conflict.

Recently, the Ukrainian leader suggested a peace agreement was "largely prepared". Settling the last 10% would "shape the future of the peace, the fate of Ukraine and Europe".

Unresolved Issues

  • Territory and defense assurances have been at the forefront of ongoing disputes for diplomats.
  • The Russian President has repeatedly warned that Ukraine's forces must withdraw from the entirety of Ukraine's eastern Donbas region or Russia will occupy it, refusing any middle ground over how to conclude the war.
  • The Ukrainian President has so far excluded surrendering any land, but has suggested that Ukraine could withdraw its troops to an designated point – but only if Russia follows suit.

Moscow currently controls about 75% of the Donetsk oblast and around 99% of the bordering Luhansk region. The areas form the heartland of the Donbas.

The initial US-led comprehensive proposal that was circulated to the media last year was seen by Kyiv and its partners in Europe as being heavily skewed in Russia's direction.

This sparked weeks of intensive negotiations – with the involved parties trying to adjust the document.

The previous month, The Ukrainian government submitted the US an new proposal – as well as separate documents describing prospective security guarantees and provisions for Ukraine's rebuilding, the President stated.
